Financial Analyst PPP experience
Summary of the role
To provide public authorities with a quality financial analysis and advisory service that meets their needs in a prompt and efficient manner.
Duties of the role
As a member of a team, perform the following key tasks:
- Prepare the financial components of procurement/legal documentation for projects e.g. Pre-Qualification Questionnaire, Invitation to Tender, Project Agreement etc;
- Prepare financial models which provide whole life costing of infrastructure projects (Public Sector Benchmark);
- Evaluate financial submissions throughout the procurement process including financial robustness testing, Net Present Value of tenders, etc;
- Prepare general financial advisory / evaluation work on State projects e.g. balance sheet treatment, alternative funding schemes, etc.
- Develop and maintain good working relationships with public authorities and the PPP Units in the Department of Finance and other Government Departments.
Experience Required
- A professional qualification in accountancy, banking or finance and experience in project finance
- Excellent analytical, communication and interpersonal skills. Candidates will be expected to have proven experience in complex financial modelling, PPP or Project Finance structuring and negotiation of contract agreements.
- A track record of achievement in their career to date with a bank or large professional services organisation
- The ability to work a part of a team and also to work closely with Government Departments and public bodies
- Experience in either (a) Transport or (b) Health and Environment sectors is an advantage.
